RSS Feed/News Tabbed categories?

Is there any existing add-on or modification that allows us to turn category pages into tabs at the top of every page for easier access/jumping? Similar to the tabs in this photo below, but instead there will be a tab for "All" which would be the default forum view showing everything, and a separate tab for each category linking to its category page or jumping to it on the forum list.

I tried creating an HTML widget but it does not appear to show anywhere I place it.
