I am on XenForo Cloud 2.3.11 and am having trouble with user upgrades. Both Stripe and PayPal payments complete successfully on the processor side, but XenForo never applies the upgrade.

I am on XenForo Cloud 2.3.11 and am having trouble with user upgrades. Both Stripe and PayPal payments complete successfully on the processor side, but XenForo never applies the upgrade.
What happens
- User registers and is approved.
- User purchases a 1 Year Membership upgrade.
- Payment succeeds (Stripe Checkout shows paid/complete; PayPal sandbox payment also completes).
