I tried to rename a public navigation route from "ranking" to "rankings" and it saved OK.
Then later go back to it and rename it back from "rankings" to "ranking" and it reports
Navigation IDs must be unique. The specified ID is already in use.
This can be replicated on two different installations of the latest XF 2.3.13
