RSS Feed/News Rebuild master data at every upgrade?

Just upgraded to 2.3.11 and as with the previous two upgrades (one click from ACP), it runs and then a window comes up saying you are already running (previous version) do you want to reinstall. And underneath a button to rebuild master date, so I rebuild master data. Go back and run 2.3.11 again and then it upgrades.

Why is this happening? It never used to happen. I'm on PHP 8.3.30. In the server, the PHP memory limit is 2048M
