RSS Feed/News "internal_data" outside web root: If an add-on add files to "internal_data" folder, then file health check shows them as missing

As stated in the title.

I see this when I move the internal_data folder outside of the document root, add the needed line to config.php and then run file health check:

The files in internal_data by any add-on are shown as missing.
