After upgrading from 2.2.5 to 2.3.13 a few icons are missing like private messages envelope icon and some navigation buttons are missing. Also 'home' button in Admin panel and boxes in some options are missing as well. Tried to apply fixes that I could think of to no resolution.
Contacted support of my server provider and received this message.
