xF2 Add-on HTML Usertitles 0.0.2

[ENXF NET]

ENXF NET submitted a new resource:

HTML Usertitles - Allow Administrators to use HTML in usertitles

Features:

• Allows Administrators to set a users title to allow HTML
• If the user or a Moderator edits their title it reverts to not allowing HTML
• No additional queries

This modifies the xf_user table and adds the custom_title_typecolumn.
