I'm using "Default signature for new members 1.0.1" at my Xf 1.5 forum.
It's an addon from @ragtek which is not available anymore: https://github.com/xfoso/SDS
Just add a box at "User Registration":
Find it quite useful for periodically promote different forum areas.
