RSS Feed/News Can I use <h1>, <h2>, and <h3> in the body of a page without causing duplication of headers issues?

In searching the web I see references to hidden <h1> headers in a Xenforo webpage, but in the 'view page source' I don't see any. A search within the 'Inspect' tool also does not find them. The 'Page Title' and 'Page Description' that is entered in the Admin panel does not seem to use <h1> or <h2>. Does that mean I am free to use them within the body of a Page? I'm trying to appease the Google Ads god for relevancy of some terms.
