The bounce handler resets every 30 days, great for active users receiving notifications and you can give them second and third chances for bounces. But if you send the Activity Summary to users that have not been active in awhile (this is the only email they are receiving), and you send when they have not been active for a month, 60 days, six months, well, the emails will just keep bouncing without anything done about it. Bad for deliverability scores to have these never handled.
