Fixed an error when trying to disable the Mega Footer in the admin panel.

- Added a Style Property to remove the latest topic title from the grid layout (in an attempt to reduce visual clutter). This setting has been enabled by default.
- If the search icon is enabled in the user panel, it now has a tooltip which matches the other icons
- The “Forums” icon on the Mobile Footer Navigation Bar now correctly links to the forums if your Homepage is set to What’s New
