• Fix issue where initial count-down timer text was significantly different from the count-down timer implemented in javascript

• Fix incorrect phrase being used for 'year'
• Fix count-up behaviour of {time_start:relative}

• Correctly include front-end count-down script in redistributable
• Expose time phrases to javascript
• Minor bugfixes if an expired notice gets rendered (should never happen!)

• Require XF2.1+
• Relative timestamps now automatically update to count up/down via js. Once a notice ends, it auto-dismisses if permitted

• Fix that absolute time could be rendered in the wrong timezone, if the notice had a specific timezone set instead of the user's timezone option.
