*it's hidden by default to all user groups so check and set permissions

- show or hide profile page with user group permission
- you can always see your own profile page no matter what permissions are set
- member tooltip shows notice too if no permission to see profile information (check screens below)
- style properties to style notice on the profile page or member tooltip separately
- notice text is phrased so check cxf_hpp_notice phrase to edit it
