RSS Feed/News Users cannot manage their active user upgrade if all user upgrades are disabled and no longer able to be purchased

If you disable all user upgrades users can no longer access the user upgrade account page, which is normally expected. However, if a user has an active subscription this means they are no longer able to cancel or manage their active subscription.

Steps to reproduce:
1. Create a user upgrade
2. Purchase that user upgrade
3. Disable that user upgrade
4. Attempt to upgrade the user upgrades page as this user
