RSS Feed/News Under what circumstances would my controls be greyed out?

As you can see in the pic, I cannot use the "B" for the bold function. I need to bold the sentence in the image, but I can't use any of the controls. It's the same if I make a normal reply, and don't use the "quick reply" feature. I tried highlighting, it seems no matter what I do the controls aren't usable.

So I was hoping someone here could tell me when and why your controls for your post message window, would be greyed out. Thank you...
