Topic Icons - Topic Icons

Add theme icons to newly created themes. Set which forums and member groups can use them. And which forums require a theme icon.

Characteristics:

1. Upload as many theme icons as you want via admin.
2. Set which forums can use theme icons and which forums require theme icons.
3. Set which forums can view and add topic icons.
4. Topic icons appear next to the topic in both forum view and topic views.
