Under certain circumstances it's possible, that the folders avatars or attachments do not exist in the data folder of a XF installation. The importer will then fail to run with the error message "The directory data does not contain the expected contents" and you must create those folders manually, before you can proceed.

IMHO both folders should be created, when completing the installation of XenForo.
