I created a new suggestion forum and persuaded one of my users to post a suggestion. However, the suggestion is displayed as not open to votes already implemented.
I cannot find the action in any of the moderator or admin logs and I do not think the originator marked it on creation. None of the moderation or editing tools show the feature to set the status.
How is the status value controlled?
