To be able to set the time, ie once an hour or by the minute.

This plugin is exactly what I have on my forum.
There is no timing here, you have to manually raise topics.

I think we might have a hard time finding that, especially since 021 is limited. I have something to share, but it's not an addon. You can take a look if you want, and if you're not familiar with it yet.
