I've noticed while working with the Public Navigation system (aka menus) that an add-on can be assigned to each of the menu choices.
So if I'm thinking of this correctly, if I create an add-on, then add all of my customizations to the add-on, then the add-on can be installed in another forum?
I'm doing all this in our development forum at the moment and trying to think of ways to easily migrate everything over quickly to the "live" forum after we upgrade.
