RSS Feed/News Profile post/comment posting can take a long time with a large number of notified users

Because the profile post and comment notifier has a simple implementation and does not use the XF:Notifier job, publishing a new comment in profile posts with a thousand comments or mentioning a large number of users may take a long time or cause a timeout error. It also makes it a problem for add-ons to add new types of notifications there.
