This only works if the album is in the No Category category.
I understand the design intent here. The No Category is designed to be a "personal' album and it even says to select No Category to make the album uncategorized (personal album). And in a personal album the intent is to be able to limit who views the album while a public album is designed to be viewable to everyone.
However we should also be able to allow other people to upload images to an album that is inside a public...
