RSS Feed/News "Please enter a valid value" (for XFES and may apply to XF where whole numbers aren't required) in PWA only

I've only seen this in the PWA. Works just fine in web (both mobile and destop) ACP.

I can't think of any other input to test this on in the PWA outside of XFES (where an input doesn't have to be a whole number).
