leanndamiann1one user group can only have one banner, if the user is in multiple groups each group could have his own banner, to show them all you need to check and set the user banner stacking in the Setup > Options > User options:

leanndamiann1One the user upgrades page, you can specify in which usergroup the user should be put in when he bought an upgrade.
So just select multiple usergroups.
