RSS Feed/News 'Leave a rating' for Resources isn't showing up for registered users

When a registered user clicks on a Resource, there should be a button that says, 'Leave a rating' but that isn't not currently appearing. I have checked the user permissions and am hoping someone can help direct me to where the issue might be.
