RSS Feed/News Image proxy curl timeouts for slow image hosts

We've received several reports that some of the slower image hosting sites are unreliable in terms of using their image links in our members signatures. We have image proxy enabled and when I test these urls in the image proxy test in ACP they fail 9 times out of 10 due to a timeout (error 28). When I go directly to the image in my own browser it loads but takes several seconds to do so.

Is there a way we can increase the number of seconds before a curl timeout for the image proxy?
