How to promote users on posting threads

so i know this message can be placed easily. but how we can promote user on thread bases not on the bases of replies . any addon or customization?

i know about this buddy i need like this user will not have permission to reply on some sections until he posts 10 threads it can done promotions also but it counts posts not the threads
