I wonder how to make user special like this. use any add-on?

Ok do the following.

Go to Groups & Permissions > User Groups > Administrators > Username CSS

Add this:

    background: url(https://enxf.cc/Ak4d9pH.gif) repeat scroll 0 0%;
    color: #FF0000;
    font-weight: bold;
    text-shadow: 0 0 5px #fff, 0 0 5px #f00, 1px 1px 0 #f00;

Save. Now all admins will have that styling.
