How to add a custom message when i click in New Topic

Hi! I'm creating a new forum website for my Minecraft server and I want to create a forum, but, in my Reports Category where I will report a user, I want to set a custom message field here, but i don't know how to do that.

I want to when a player press New Topic, will show that automatic:

if xf 2.2 this version not have phrase to translate.

you can certainly do it also on 2.2, on 2.2 you can do many things that in version 2.1.4 you cannot do, I use 2.2 and I am fine and it is much more beautiful than 2.1.4
