Help with Ads Manager (there are no advertising packages available)

Hi.

I am having an issue with Ads Manager that I have not been able to resolve.

I have activated the option for users to buy, or can create Ads in the forum, for that I to create a pack in the admin control that already creates them.
When the user is going to create the advertisement, it say We are sorry, currently there are no advertising packages available.

What could be the problem? ?

Figured it out, make sure you select the group which can buy ads
