RSS Feed/News enable last_seen for all members?

When I mouse over someone's username, there's a card that appears that shows me, among other things, their last_seen. But apparently regular members don't see that, and I can't find anyplace to change it. Can anyone explain how to enable non-staff to see that as part of the popup?
