RSS Feed/News Clarification on "Last Activity" Sort in User Control Panel

I'm trying to understand when users are considered active in the "Last Activity" sort in the Users tab of the control panel. Is a user marked as active when they are online, when they download something, when they reply to a thread, or is there another criteria?
