RSS Feed/News Are custom user titles linked to post count an add-on?

Many forums have users start out as say a rookie and then after 10k posts they become veteran, etc.

I've searched a number of threads and see that many people talk about this but I can't seem to find it. Very often this is simply because I don't know what the name for it is.
