AndyB Remove quick thread - Removes quick thread form.

Description:

Removes quick thread function.

Problems with the quick thread function:

• There's already a Post thread button, it's confusing to have redundant functions.
• Adds clutter to the forum view.
• Takes focus away from thread titles.
