RSS Feed/News Allow security locked users to view a thread

Hello, is there a way to allow security locked users to view a thread? We implemented a security lock feature recently to prevent users from using compromised passwords, and one of our users is complaining that they could not click the link in our notice which gave more information on why this was implemented, since being locked prevented them from seeing anything. I can't quite find the setting for this. Thank you in advance!
