RSS Feed/News Adding page navigation to the top of pages in the mobile view?

I'm using vB Style on my site and my users are asking me to include direct page navigation at the top of pages in the mobile view. The wider tablet view and desktop views include this, but when you narrow the site down to a phone width the direct page navigation is only displayed at the bottom of the page.

I poked around, but came up short on how to update the vB Style template to keep page navigation in mobile view. I can't even figure out what template file holds this element. Can...
