First, react to the resource to download.
Second, comment on discussion thread before download.
If a member does this, the download button will be released and the member will be able to download the content.
I found an addon that did this, but it hasn't been updated since 2020. I believe it's a simple permission and can increase participation a little. Mainly for small forums, which have content with Resource Manager and which need feedback from their...
